2. Do I also need EMC (CISPR 15)?
For many export / CE paths, yes. India BIS safety registration and CISPR EMC are related but not identical workstreams.
3. Can I change the LED brand after grant?

4. Are smart lamps different?
Wi-Fi/BLE lamps may add WPC/ETA and EMC complexity on top of BIS safety — plan both calendars.
