Global Market Access
How GMA works
Global Market Access is determining which regulations apply in each destination market and managing product compliance against them. Because standards are not fully harmonised worldwide, a product legal in the EU can still be blocked in Saudi Arabia or India — so GMA work follows four repeatable steps.
Step 1
Regulatory determination
Which schemes bite for this product + this market
Step 2
Testing
To the correct national/international standard, in a recognised lab
Step 3
Local representation
In-country AR / importer of record / local rep
Step 4
Filing & follow-up
Application, audit if required, licence grant, mark usage
The four pillars (+ local formalities)
Apply this grid to any market. A fifth practical pillar — import/labelling formalities — is what often stops shipments in Africa, the GCC and India.
- Electrical / product safety
- LVD-type safety, mechanical safety, toys, PPE — mains-powered or hazard-bearing products.
- EMC & wireless
- Emissions, immunity, RF spectrum, SAR — electronics and anything with Wi-Fi / BT / cellular / NFC.
- Telecom / network
- Public network interfaces, IMEI/TAC — modems, routers, handsets, IoT with SIM.
- Energy / environment
- MEPS, energy labels, RoHS, WEEE/EPR, chemicals — appliances, lighting, electronics, packaging.
- Local representation
- Near-universal requirement; legal form differs (AR, importer of record, licence holder).
Horizontal regimes
These apply irrespective of product-specific approval — and are usually what gets missed in a scoping call.
RoHS family
EU, UK, China, India, South Korea, Japan (J-Moss), Taiwan, EAEU, UAE
Restriction of 10 substances per homogeneous material — often missed when only the safety mark is scoped.
Typical evidence: Test reports per material, BOM, supplier declarations, DoC, technical file
REACH family
EU, UK, South Korea (K-REACH), Turkey (KKDIK), China (new-substance)
SVHC screening; registration above 1 t/y; SCIP notification in the EU.
Typical evidence: SVHC test report, safety data sheets, SCIP dossier number
EPR / WEEE / packaging
EU, UK, India (E-Waste Rules 2022, Plastic Waste Rules), Canada, US states, Australia
Producer registration, collection targets, annual returns and eco-fees.
Typical evidence: EPR registration certificate, take-back plan, annual filing, recycler tie-up
Batteries
EU Battery Reg 2023/1542, India BWMR 2022, UN 38.3 for transport
Carbon footprint / due diligence (EU), labelling, and transport safety evidence.
Typical evidence: UN 38.3 test summary, IEC 62133 report, battery passport data (EU)
Chemicals in articles
California Prop 65, EU POPs, global PFAS restrictions
Threshold testing and warning labels where required.
Typical evidence: Chemical test report, warning label artwork, exposure assessment
Cybersecurity
EU RED Art. 3(3)(d,e,f), EU Cyber Resilience Act, UK PSTI, US Cyber Trust Mark
Secure-by-design evidence, vulnerability disclosure policy, no default passwords.
Typical evidence: EN 18031 assessment, VDP statement, statement of compliance
Legal metrology / labelling
India LMPC, Gulf Arabic labelling, EU language requirements
On-pack declarations: importer, MRP / net quantity, country of origin and language.
Typical evidence: LMPC importer registration, artwork approval, label proof
Food / cosmetics / medical
India FSSAI & CDSCO, EU MDR/IVDR & CPNP, US FDA
Product licence or registration before import — separate from electrical GMA.
Typical evidence: Product licence, stability / safety study, technical file
Multi-market shortcuts
Routes that let one test campaign serve several markets — the difference between selling a certificate and selling market access.
IECEE CB Scheme
50+ member bodies incl. IN, SG, MY, AE, SA, KR, JP, ZA, AU
One CB Test Certificate + CB Test Report from an NCB converts to national approvals with only national-difference testing — the single biggest cost saver for electrical goods.
Mutual Recognition Agreements
MRA partner pairs (varies by sector)
A conformity assessment body in one country issues reports the partner regulator accepts — e.g. India TEC recognised CABs; US–EU and EU–JP telecom MRAs.
CE → UKCA → G-Mark
EU 27, UK, GCC 7
Same LVD / EMC test package reused across all three regimes — still file each mark separately. Natural upsell on every CE job.
FCC + ISED + ACMA
US, Canada, Australia, New Zealand
Largely common radio test suites (RSS, ICES, AS/NZS align with FCC Part 15) — one lab visit, three filings.
Regional blocs
EAEU 5 · GCC / G-Mark 7
One certificate covers the whole bloc — EAC for five EAEU states, G-Mark across GSO member states.
Pre-shipment CoC programmes
Nigeria SONCAP, Kenya PVoC, Saudi SABER SCoC, Kuwait KUCAS
Per-shipment conformity certificates rather than one-time approval — recurring work on every consignment.
How to use this in a scoping call
- Fix the product classification first — one HS code can trigger three separate schemes in the same market.
- Run the four pillars (safety, EMC/wireless, telecom, energy/environment) against each destination market.
- Check horizontal regimes — RoHS, EPR and labelling are the usual gaps.
- Look for a bloc or CB Scheme route before quoting per-country testing.
- Confirm who will act as local representative — often the real bottleneck for a foreign manufacturer.
Scheme names and product scopes change frequently — verify against the regulator’s current list before quoting. Product classification drives everything: one HS code can pull safety + wireless + energy in the same market.

What teams say about Certko
A fresh selection of client stories each visit.
“The lab directory alone is worth it — verified scopes and indicative pricing for hundreds of BIS labs. Our compliance team uses Certko every week.”
“Our listings were at risk after a QCO update. Certko confirmed the exact IS number, booked the lab and got us the certificate before enforcement — no delisting.”
