Government and PSU tenders in India routinely require the ISI mark or CRS registration as a pre-qualification condition. Departments buying cement, steel, cables, transformers, pipes, luminaires, pumps or safety gear typically ask bidders to attach a valid BIS licence for the exact IS standard named in the tender document — bids without it are rejected at technical evaluation, before price is even opened.
How to prepare, step by step
- Read the tender's technical specification — note the exact IS standard(s) quoted (for example "conforming to IS 694" for wiring cables).

- Check your licence scope — an ISI licence is per standard, per factory and per variety list. A licence for one part or section of a standard does not cover another.
